When will the SPM open and conclude?
SPM season opened on March 14th and will conclude on April 11th, 2025.
Is there a manual input option for SPM in HDX 2.0 this year?
No, there is no manual option this year; you have to do the upload.
How should I upload the FY2024 System Performance Measures to HDX 2.0 if Client Track produces the files as ZIP files?
The HMIS SPM 2024 Summary Export file should be uploaded to HDX 2.0. Remember to extract the CSV file from the ZIP file before uploading, as HDX 2.0 only accepts CSV files, not ZIP files.
Are non-continuum projects included if the grant filter is not used?
Non-continuum projects would not be factored into the system performance measures as the specifications already exclude them in the universe selection.

Where can I find the SPM export report in the system?
In the HMIS Admin workgroup, both the report and export can be found in the Reports workspace, under the HMIS Reports menu group.

Why are my numbers different between selecting All Grants and No Grants?
All Grants: Including the grants available in the filter list. Any setup data issues could impact which grants appear in the list.
No Grants: All grants included with no specific grant check to rule out an enrollment.

How do I correctly exclude my placeholder grants from the System Performance Measures so the placeholder grants that are CoC grants, don’t impact Measure 4 of the SPM?
Use the grant filter to select all grants, then exclude the placeholder grants from the list. Generate the SPM as usual.
How does this play out when I have a CoC Placeholder Grant and an N/A or Local Grant attached to the same program?

Program A will be included in all measures except Measure 4.
Measures 1-3, 5-7, & the DQ section will include the enrollments of this program in the universe because the N/A grant is still in the grant filter selection. |

Please Note: All programs should have at least one grant attached per the data standards. A CoC Placeholder does not count towards that one grant. If your program only has a CoC placeholder, please add the appropriate grant for the program and then run the SPM |
What if our projects are set up similar to Program B, where only a placeholder grant is present?
In scenarios like Program B, without another active grant, you would need to add one to meet project setup requirements. This ensures data quality and correct inclusion in performance measures, since a placeholder alone may lead to missing data. This aligns with the project setup guidance provided in the Data Dictionary that all programs must have a funding source attached. Because placeholder grants are unique to ClientTrack and need to be excluded from reporting, only having a placeholder grant does not meet the project setup guidance and will require an additional grant be added.
What should I do if I have placeholder grants in my system when generating system performance measures?
If you're using placeholder grants, ensure that a secondary grant is attached to your project that accurately captures how the project is funded. For example, if your project has both a CoC placeholder grant and a viable secondary grant (like a local or NA grant), exclude the placeholder grant during report generation. This inclusion helps ensure accurate reporting without affecting Measure 4.
What's the difference between having an active grant and a placeholder grant?
Placeholder grants, such as a CoC placeholder, are often used to trigger workflows and not intended to act as a funding source for federal reporting purposes. However, for accurate system performance measures, you need an active grant that's recognized by the system to include the project's data. This can be any appropriate funding source attached to the project.
How does the grant filter impact the different measures?
The grant filter will include only programs with grants listed in the filter. For measures 1 through 3 and 5 through 7, data may differ between all-grant and no-grant due to programs without grants. Measure 4 requires specific grant types and status, making it behave consistently unless a placeholder is excluded.

What is Measure 1 about?
Measure 1 tracks the "Length of time people remain homeless." This measure helps communities understand how efficiently they can move people from homelessness to housing, aiming to reduce the time individuals spend without a permanent home.
How should Measure 1 be run and exported for HDX 2.0?
For the export, choose any measure and run the export. It will run the entire report and is not affected by the measure selected on the report launch page.

What does Measure 2 assess?
Measure 2 evaluates "The extent to which persons who exit homelessness to permanent housing destinations return to homelessness." It focuses on the stability of housing placements, ensuring that once people are housed, they stay housed rather than falling back into homelessness.

What is the focus of Measure 3?
Measure 3 counts "Number of homeless persons," both at a specific point in time and throughout the year. This measure provides a direct assessment of progress towards reducing and ultimately eliminating homelessness in the community.

What is Measure 4 about?
Measure 4 analyzes "Jobs and income growth for homeless persons in CoC Program-funded projects." This measure ensures that individuals experiencing homelessness are improving their economic situation, which supports the stability of their housing and overall well-being.
Does Measure 4 require an active grant?
Yes, Measure 4 checks whether the grant is active during the reporting period and that it matches one of the HUD defined funding source types to determine its inclusion in the measure's data.
Can I upload and edit Measure 4 manually?
It is strongly discouraged to manually modify Measure 4 or any federal reporting files, as this could lead to compliance issues or inaccuracies. If you're encountering difficulties generating reports with the necessary information, please reach out to your CSM to explore alternative project setup solutions that could help resolve these challenges.

What does Measure 5 track?
Measure 5 records the "Number of persons who become homeless for the first time." This measure helps communities identify and prevent the factors that contribute to individuals experiencing homelessness for the first instance.
Will Measure 5 SPM report count a client as "first time homeless" based only on filtered agency projects, or will it consider all prior enrollments across the system?
Even when filters for projects and organizations are applied, the SPM report will check all prior enrollments to determine if a client is experiencing homelessness for the first time.

What is Measure 7 about?
Measure 7 gauges "Successful housing placement." This measure looks at the effectiveness of housing placements made by homelessness service systems to ensure they are both quick and stable, contributing to a long-term solution for homelessness.
